City Commission Approves Resolution Expressing Support for the State of Israel
The City Commission approved Resolution 24-39, which expresses the City of Cooper City’s unwavering support for Israel in its fight against terrorism and reaffirms solidarity with the Jewish people, both in Israel and throughout the world, who continue to endure these threats. The resolution also expresses the City of Cooper City’s condemnation of the ongoing violence and threats posed by Hamas, Hezbollah, Palestine Islamic Jihad (PIJ), and Iran and its proxies, calling upon the international community to take decisive action against terrorism and extremism, and to ensure paces and stability in the region. City Commission Reconsiders and Approves Cost of Living Adjustment for Specific Range of Employee Pay Grades
The City Commission reconsidered and approved a 3.2% Cost of Living Adjustment (COLA) for employee pay grades 101 through 114, listed within the City’s current Pay Plan. During the Second and Final Public Budget Hearing on September 24, 2024, the City Commission agreed to combine COLA funding with funding for merit increases in Fiscal Year 2025. This decision was made after discussion on correcting pay inequities. During the Regular Meeting on October 8, 2024, the Commission approved the 3.2% COLA for pay grades 101 through 114. This approval is retroactive to October 1, 2024.

City Commission Approves Modification to City Manager’s Contract
The City Commission approved to modify the City Manager’s contract by requiring the City Manager to provide a 150-day notice before terminating his employment agreement and for the City to provide a reciprocal 150-day notice, effective immediately.

City Commission Tables Ordinance 24-22, on Second Reading, Regarding Retirement Health Insurance Benefit for Certain Former Members of the City Commission
The City Commission tabled this ordinance, on second reading, pending an actuarial analysis of the proposed health insurance benefit for certain former members of the City Commission. This agenda item continued the discussions from the City Commission Regular Meetings on September 17 and September 24, 2024. As it stands, this proposed ordinance would ratify retirement health insurance benefits to eligible members of the City Commission, who were elected to at least three consecutive terms and upon reaching the age of 50, and spouses of such Commission members who were married at the time the Commission member left office and first became eligible to receive the benefit. Consistent with the City’s personnel policies, as amended, the retirement health insurance benefit shall not extend to the dependent children of eligible former or current Commission members. This ordinance would also reestablish the benefit for those current members of the City Commission who were first elected in 2012 and have since met the eligibility requirements. The proposed ordinance also states that except for those eligible individuals (and eligible spouses) receiving the Retirement Health Insurance Benefit, the City Commission would terminate the benefit for all current (who had not been previously vested) and future members of the City Commission. Due to this ordinance being tabled, it will be re-advertised and brought forward for second reading during the City Commission Regular Meeting on October 22, 2024.
