Commissioner Shrouder moved to approve Resolution 23-20. Commissioner Katzman seconded the motion which prevailed by a unanimous roll call vote. (4-0)

11. Pulled - Motion to approve the 2nd Amendment to the Regional Interlocal Agreement with Broward County for Cooperative Participation in a Regional Public Safety Intranet – Administration Commissioner Green made a motion to approve 2nd by Commissioner Katzman motion passed 4-0

12. Motion to approve and authorize an agreement with the City of Dunedin’s Contract with Waco Filters Corporation for the supply and delivery of 5-micron, 40 inch, raw water cartridge filters in the amount not to exceed $23,751.00 or as appropriated in the annual budgets, utilizing the Purchase Order, Number 230679, issued by the City of Dunedin, Florida, under the terms and conditions of their Bid #23-1233 - Utilities 

13. Motion to approve and authorize an agreement with the City of Fort Lauderdale Contract, No. 497, with Allied Universal Corp. for the purchase of Sodium Hypochlorite in the amount not to exceed $171,350 for Fiscal Year 2024, or as appropriated in the annual budgets, and run concurrently with the City of Fort Lauderdale Contract, provided the Contract is extended by the City of Fort Lauderdale with the terms and conditions acceptable to Cooper City, including rates - Utilities 

14. Motion to Approve the Fifth Amendment with John M. Perez to administer programs funded by the American Rescue Plan Act (ARPA) of 2021 and approval of appropriation of funds – Administration

16. Approval of Sole Source Recycling Services Single Stream Blended Value Agreement - Public Works Commissioner Green made a motion to approve a Sole Source Recycling Services Single Stream Blended Value Agreement). 2nd by Mayor Ross, motion passed 4-0. Staff to add language referencing and documenting the sole source procurement

City Attorney Horowitz read “AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF COOPER CITY, FLORIDA, AMENDING CHAPTER 19 OF THE CITY’S CODE OF ORDINANCES, ENTITLED “UTILITIES;” SPECIFICALLY AMENDING SCHEDULE A AND SCHEDULE B OF SECTION 19-152, ENTITLED “PRIOR ORDINANCES AND RESOLUTIONS”; AMENDING THE ANNUAL RATE INCREASE REQUIREMENT FOR WATER AND WASTEWATER SERVICES TO INCORPORATE A LOCALIZED CONSUMER PRICE INDEX AS A BASE STANDARD  FOR THE ANNUAL RATE INCREASE; GRANTING THE COMMISSION THE AUTHORITY TO APPROVE AN ANNUAL RATE OF INCREASE FOR MONTHLY WATER AND WASTEWATER RATES IN EXCESS OF THE CONSUMER PRICE INDEX; PROVIDING FOR CODIFICATION; PROVIDING FOR CONDITIONS; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE” by title.

AN ORDINANCE OF THE CITY OF COOPER CITY, FLORIDA, AMENDING CHAPTER 25 OF THE CITY’S CODE OF ORDINANCES, ENTITLED “DEVELOPMENT STANDARDS;” BY SPECIFICALLY AMENDING ARTICLE VI, ENTITLED “ROADS AND RIGHTS-OF-WAY;” CREATING SECTION 25-97, TO BE ENTITLED “PROHIBITED MATERIALS;” PROHIBITING THE USE OF PHOSPHOGYPSUM TO CREATE OR REPAIR CITY OF PRIVATE ROADS; PROVIDING FOR CODIFICATION; PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. – Commissioner Katzman
