City Commission Approves Facility Use Agreement with Optimist Club of Cooper City
The City Commission approved Resolution 25-37, authorizing the City Manager to enter into a comprehensive Facility Use Agreement with the Optimist Club of Cooper City. This formal agreement replaces the previously governing Resolution No. 12-7-5 and provides updated terms for the Club’s use of Cooper City’s athletic fields and facilities for youth and adult recreational sports programming. The Optimist Club has been a pillar of our community for more than 50 years. Over time, the need to modernize and clarify responsibilities has led to multiple meetings between City staff, the Optimist Club Board's leadership, and ultimately a City Commission workshop on May 15, 2025. The Facility Use Agreement addresses key areas including financial transparency, the use of City registration software, facility maintenance, permitted compensation, field use priority, and public accountability.
Key Provisions and Obligations
Under the agreement, the City grants the Optimist Club a non-exclusive license to use specified park facilities for recreational programming, including travel and recreational baseball, softball, soccer, volleyball, basketball, cheerleading, and flag football.
Some of the most significant obligations for the Optimist Club (the Licensee) include:

Resident Priority and Registration (Section 4.1):

Cooper City residents may not be denied access to recreational sports if they register during a sport's respective registration period.

Residents are granted early notification and pre-registration opportunities.

All registration will be processed through the City's software system (RecTrac), which will also manages fee collection, field assignments, and background check tracking.

The City collects all registration, sponsorship, and field rental fees.

Field and Facility Use (Section 4.3, 4.9, 4.21):

The Optimist Club is responsible for maintaining concession stand equipment and cleaning those areas after use.

The City maintains responsibility for general field maintenance and reserves the right to shut down fields for safety or renovation needs with appropriate notice.

Compensation and Procurement (Section 4.11, 6.15):

Coaches and volunteers may not receive compensation without City approval. Board members and their relatives may not be compensated except for referees and umpires.

Purchases over $10,000 require at least three written quotes and are subject to conflict-of-interest restrictions.

Background Screening and ID Requirements (Section 4.6–4.7):

All coaches, officials, and volunteers will need to pass Level II background checks and wear City-issued volunteer ID badges while participating in youth programs.

Public Transparency and Financial Reporting (Section 6.1–6.4):

The Club must maintain nonprofit status and hold at least two open board meetings annually.

Financial statements, including annual budgets, balance sheets, and program-specific reports, must be submitted to the City within 30 days of the fiscal year end.

All financial records must be retained for five years and are subject to public records laws.

Governance and Oversight (Section 6.6–6.10):

A City staff member serves as an ex officio member of the Optimist Club Board.

The Club must follow City rules on signage, naming rights, event permitting, and concession operations.

Insurance and Indemnification (Article 7):

The Club must carry comprehensive liability, workers’ compensation, and accident insurance for participants, and name the City as an additional insured.

The agreement allows use of the Bill Lips Sports Complex, Suellen H. Fardelmann Sports Complex, Flamingo West Park, and several school fields for youth programming. Sports covered under the agreement include both recreational and travel versions of baseball, softball, soccer, volleyball, basketball, flag football, and cheerleading, as well as adult sand volleyball.
City Commission Approves Resolution Authorizing Water Agreement for 13100 Luray Road in the Town of Southwest Ranches
The City Commission approved Resolution 25-33, authorizing a water agreement with Robert and Lisa Lewin for one Equivalent Residential Connection (ERC) to serve their property located at 13100 Luray Road in the Town of Southwest Ranches. The agreement permits the property to connect to Cooper City’s water distribution system, which has sufficient capacity to support the request. All construction and connection costs will be covered by the property owners. The Town of Southwest Ranches approved the request through its own resolution, and the Central Broward Water Control District granted its approval through the execution of a Utility Access and Consent Agreement (UACA) with the City. The Lewins submitted a total payment of $4,993.35 to the City, which includes the water connection fee, a deposit, and a 25% surcharge. This agreement ensures compliance with all intergovernmental requirements and supports the managed expansion of utility services.
City Commission Approves Resolution Authorizing Water Agreement for 13201 Luray Road in the Town of Southwest Ranches
The City Commission approved Resolution 25-34, authorizing a water agreement with Erica Ruble-Lucena and Bryan Lucena for two and one-half (2.5) Equivalent Residential Connections (ERCs) to serve their property at 13201 Luray Road in the Town of Southwest Ranches. The agreement allows the property to connect to Cooper City’s water distribution system, which has adequate capacity to accommodate the request. All costs for construction and connection are the responsibility of the property owners. The Town of Southwest Ranches granted its approval through Resolution No. 2025-013. The applicants deposited a total of $23,703.00 with the City, which includes $9,836.70 for the ERCs, a $60 deposit, a $2,474.17 surcharge, and an $11,332.13 engineering permit fee. The transaction supports continued intergovernmental cooperation and ensured that the City's utility services are delivered in accordance with established policies and agreements.

The City Commission approved Resolution 25-35, authorizing a water agreement with Robert and Lisa Lewin for one Equivalent Residential Connection (ERC) to serve their property located at 6541 Melaleuca Road in the Town of Southwest Ranches. The agreement permits the property to connect to Cooper City’s water distribution system, which has sufficient capacity to support the request. All construction and connection costs will be borne by the property owners. The Town of Southwest Ranches granted its approval for the connection through Resolution No. 2025-001. A total payment of $4,993.35 was submitted to the City, which includes the water connection fee, a deposit, and a 25% surcharge. This agreement aligns with the City’s ongoing coordination with neighboring municipalities and supports responsible utility service expansion.
City Commission Approves Resolution Adopting Cooper City Flooding Vulnerability Assessment
The City Commission approved Resolution 25-36, authorizing the adoption of the City of Cooper City Flooding Vulnerability Assessment prepared by Hazen and Sawyer. This comprehensive assessment, fully funded by a $170,000 grant from the Florida Department of Environmental Protection (DEP), evaluates the City’s vulnerability to flooding and sea-level rise in accordance with Section 380.093, Florida Statutes. The assessment was conducted under DEP Grant Agreement No. 23PLN78 and launched with a kick-off meeting in July 2024, followed by public outreach sessions in November 2024 and February 2025. Hazen and Sawyer was selected through the Consultants' Competitive Negotiation Act (CCNA) process and performed the assessment under a continuing contract authorized by the City Commission.
The analysis identified the most flood-prone City assets across four categories:
- Structures: The six most vulnerable facilities include our Cooper City Police Headquarters, BSO Fire Station 28, Utilities building, the George A. Haughney Water Treatment Plant, and Cooper City Elementary School.
- Lift Stations: The following lift stations (LS) were identified as most sensitive to flooding, along with their approximate locations:
o LS-17 – SW 118 Avenue between SW 52 Street and SW 52 Court
o LS-24 – Stonebridge Parkway, between Melissa Way and Bark Way
o LS-31 – Stonebridge Parkway, between Lake Shore Drive and Wayne Drive
o LS-41 – Embassy Drive, south of Stirling Road, at Suellen H. Fardelmann Sports Complex
o LS-44 – NW 97 Avenue and NW 39 Court, within Royal Palm Ranches
o LS-83 – Sheridan Street, just west of NW 87 Terrace
- Parks: The most flood-vulnerable parks are Forest Lake Park, Brian Piccolo Park, Pine Lake Park, Chase Park, and Dawn Park.
- Roadways: The top five most vulnerable roadway segments include:
o SW 97th Terrace (from SW 97th Terrace to SW 59th Street)
o SW 99th Lane (from SW 57th Street to SW 59th Street)
o SW 59th Street (from SW 99th Lane to SW 59th Street)
o SW 90th Avenue (from Griffin Road to Stirling Road)
o North Hiatus Road (from Stirling Road to Sheridan Road)
Adoption of this assessment positions Cooper City to pursue additional state and federal funding for resilience-related infrastructure improvements. It also ensures reimbursement of the grant-funded study and supports the City’s 2022–2027 Strategic Plan objective of funding 50% of capital and infrastructure improvements through external sources.
City Commission Approves Resolution Authorizing Water Agreement for 6225 Stallion Way in the Town of Southwest Ranches
The City Commission approved Resolution 25-38, authorizing a water service agreement with 6225 Stallion, LLC for two and one-half (2.5) Equivalent Residential Connections (ERCs) to serve their property located at 6225 Stallion Way in the Town of Southwest Ranches. This agreement allows the property to connect to Cooper City’s water distribution system, which currently has sufficient capacity to support the request. All costs related to construction and connection are the responsibility of the applicant. The Town of Southwest Ranches provided formal approval for the water connection through Resolution No. 2025-057. Cooper City, as the owner and operator of the utility infrastructure on Stallion Way, will provide the necessary water service in accordance with its utility service standards. A total of $12,860.37 has been paid to the City by 6225 Stallion, LLC, which includes:
- $9,836.70 for the 2.5 ERCs
- A $60.00 utility deposit
- A 25% surcharge totaling $2,474.17
- An engineering permit fee of $489.50
The transaction supports responsible intergovernmental coordination and consistent utility service expansion while ensuring that the infrastructure costs are fully covered by the applicant. There are no fiscal impacts to the City beyond administrative processing, and all funds are deposited into the appropriate general ledger accounts.
City Commission Approves Conditional Release of Subdivision Completion Bond for Ranchette Isles Development
The City Commission approved Resolution 25-31, authorizing the full release of the paving and drainage Subdivision Completion Bond for the Ranchette Isles residential development, located at 5600 SW 106th Avenue in Cooper City. The release is contingent upon final approval from the Central Broward Water Control District (CBWCD), which shares regulatory oversight of the site’s drainage infrastructure. The development, constructed by Kennedy Homes, LLC, included the installation of internal roadways and a drainage flow easement behind the residential lots. While the initial work was completed over a year ago, the drainage easement required additional improvements to comply with the original design specifications. Those improvements have now been completed in accordance with plans approved by both Cooper City and the CBWCD. In accordance with Section 22 of the City’s Water & Sewer Developer’s Agreement and standard City policy, the developer formally requested the release of the $589,414.15 subdivision bond (Bond No. SEIFSU 0662492). The City’s Engineering Office reviewed the completed work and confirmed that it meets all required standards. Supporting documentation included the developer’s release request and a project certification letter from the engineer of record. Approval of this resolution recognizes the satisfactory completion of infrastructure obligations by the developer while ensuring continued coordination with the Central Broward Water Control District for final authorization. There is no fiscal impact to the City, and all work has been verified as compliant.
City Commission Approves Conditional Release of Subdivider Completion Bond for Marin Ranches Development
The City Commission approved Resolution 25-32, authorizing the full release of the remaining paving and drainage Subdivider Completion Bond for the Marin Ranches residential development, located at 5300 SW 106th Avenue, approximately a quarter mile north of Stirling Road in Cooper City. The release is contingent upon subsequent approval from the Central Broward Water Control District (CBWCD), which co-regulates the development’s drainage infrastructure. Developed by Kennedy Homes, LLC, the Marin Ranches project included the construction of roadways and a rear-yard drainage flow easement to manage stormwater within the subdivision. Although the original improvements were completed more than a year ago, additional modifications to the drainage easement were required to meet regulatory specifications. These improvements have since been completed in full accordance with City and CBWCD-approved plans. In December 2018, the original bond amount was reduced to $567,000 to reflect the remaining required work. As stipulated in Section 22 of the City’s Water & Sewer Developer’s Agreement, and due to the lapse of more than one year since construction, the developer has formally requested full release of the remaining bond (Bond No. SEIFSU 0662479). City engineering staff has reviewed the completed work and found it satisfactory, and the engineer of record has submitted a formal certification of completion. The approval of this resolution affirms that all developer obligations related to paving and drainage infrastructure have been met and supports interagency coordination by requiring final clearance from the CBWCD before releasing the funds. There is no fiscal impact to the City. This action reflects the City’s continued commitment to holding developers accountable while supporting the timely closure of completed subdivision projects.
