COMMISSION BRIEF FOR SEPTEMBER 28, 2021

City Commission Approves Engineering Task Order for Replacement of Water Treatment Plant Membranes
The City Commission approved the procurement of engineering services for the replacement of the heart of Cooper City’s water treatment plant.  The plant’s membranes, which act as a form of filtration, are approximately 20-years-old and have far surpassed their expected useful life of 10 years due to the careful maintenance and supervision provided by our City’s plant operations supervisor and staff.

City Commission Approves Revisions to the City’s Pay Plan
The City Commission approved revisions to the City’s pay plan to make certain hourly positions exempt.  Based on the Federal Labor Standards Act certain professional or highly-skilled positions may be considered exempt from FLSA requirements.  With City Commission approval, any current use of overtime used by an employee in the specified positions will cease.

City Commission Approves Human Resources/Risk Management Position and Pay Scale
The City Commission had previously approved the creation of a separate department for Human Resources and Risk Management.  During the regular meeting on September 28, the City Commission approved the director position and pay scale. 

City Commission Approves City Clerk Position and Pay Scale
The City Commission had previously approved the creation of a separate department for Human Resources and Risk Management, which will include a director position.  Prior to the department’s creation, the City Clerk has acted as the Director of Administrative Services, which includes Human Resources and Risk Management therefore revisions were needed to the job description and pay plan.  During the regular meeting on September 28, the City Commission approved an amended motion for the City Clerk position.

City Commission Approves Resolution 21-43
The City Commission approved elimination of the cap on the collection of non-resident fees paid to the City by the Cooper City Optimist Club.  The City Commission also approved a phased increase in non-resident fees charged by the Cooper City Optimist Club, which will become effective January 1, 2022.

City Commission Approves Resolution 21-46
The City Commission approved a tri-party agreement between the City, Renaissance Charter School, Inc., and Broward Sheriff’s Office that will provide for placement of a School Resource Officer at Renaissance Charter School.

City Commission Passes an Ordinance on Second Reading Providing for Local Implementation of the Mandatory Year-Round Landscape Irrigation Conservation Measures Rule of the South Florida Water Management District
The City Commission approved an ordinance which provides compliance with the South Florida Water Management District’s year-round irrigation restriction rule.  In 2010, both the South Florida Water Management District (SFWMD) and Broward County enacted regulations generally restricting landscape irrigation to certain days of the week, and only certain hours of the day, based on property address. These regulations apply to all of Broward County, including Cooper City.
