City Commission Regular Meeting Brief for April 11, 2023

City Commission Discusses Agreement with New City Manager

The City Commission discussed the contract with Ryan Eggleston for City Manager. The Commission agreed on a contract. Mr. Eggleston accepted the offer, effective Monday, June 5. 

City Commission Approves First Reading of Resolution 23-10

The City Commission passed the first reading of Resolution 23-10, amending Chapter 6 entitled “Buildings and Building Regulations,” Article VIII, entitled “Vacation Rentals,” providing for additional permit requirements, defining maximum occupancy requirements, additional penalties, and enforcement. The second reading will be heard next Commission meeting on April 25. 

City Commission Approves Resolution 23-6

The City Commission passed Resolution 23-6, which approves the City’s application for the 49th year of the Community Development Block Grant (CDBG) program. The funding would go toward senior transportation programs, minor home repairs, and purchase assistance. 

 

City Commission Approves First Reading of Ordinance 23-12

The City Commission passed and approved the first reading of Resolution 23-12, amending Chapter 23, Article IV, entitled “District Regulations,” specifically amending Section 24-14. This proposed code change is to the City’s X-1, Civic District, establishing height restrictions. The City Commission requested data of capping structural height at 50 feet.   

 

City Commission Approves Second Reading of Ordinance 23-7

The City Commission passed and approved the second reading of Ordinance 23-7, amending Chapter 2, Article V, and Section2-130, establishing a quasi-judicial process for the board’s consideration of land development matters, and providing for legal representation. 

 

City Commission Approves Second Reading of Ordinance 23-9

The City Commission passed and approved the second reading of Ordinance 23-9, amending Chapter 2, Article II, Section 2-23, requiring Mayor and City Commission candidates to reside in the City of Cooper City for at least one year continuously, and provide at least three documents showing proof of residency. 

 

City Commission Approves Second Reading of Ordinance 23-11

The City Commission passed and approved the second reading of Ordinance 23-11, amending Chapter 13, entitled “Public Safety,” Article VI, Section 13-71 of “Code Enforcement. This will authorize the Community Development Department to make recommendations to the Special Magistrate regarding fine amounts and time frames to bring property to compliance for all building code violations. This Ordinance would also authorize the Police Department to make recommendations to the Special magistrate regarding fine amounts and time frames to bring property compliance for all code violations. 

 

City Commission Approves Purchase of Suppression Devices 

The City Commission passed on consent a motion to authorize the purchase of two EMP defense model CMCE-120 suppression devices from the Avanti Company for $35,510. This will be used to protect the City’s water and wastewater treatment plants. 

 

City Commission Approves Agreement for Bill Lips Sports Complex Drainage Improvements

The City Commission passed and approved on consent a motion to award ITB 2022-7-PW, Bill Lips Sports Complex Drainage Improvements, to Huurr Homes, LLC. 

 

City Commission Approves Task Order 2023-001

The City Commission passed and approved a motion, issuing Task Order 2023-001 to Hazen & Sawyer for $481,159. This will update the City’s Water and Wastewater Master Plan.

 

City Commission Tables Motion to Approve Interlocal Agreement with Broward County Solid Waste Disposal

The City Commission tabled a motion to approve an Interlocal Agreement with Broward County Solid Waste Disposal and Recyclable Materials Processing Authority. The item will now be heard on the next Commission meeting on April 25.
