City Commission Regular Meeting Brief for March 11, 2025

City Commission Approves Resolution to Designate the Deputy City Manager as a Qualified City Administrative Officer Who Can Serve as Acting City Manager
The City Commission approved Resolution 25-14, which pre-approves and designates the Deputy City Manager as a qualified City administrative officer who the City Manager can appoint to serve as Acting City Manager pursuant to Section 4.01(3) of the City Charter. The City Manager shall still be required to notify the City Commission, in writing, of any absence from the City in accordance with the City Charter.

City Commission Approves Milling and Resurfacing of Certain Roadways Within the Rock Creek Community and a Section of Robert Becker/SE Lake Boulevard
The City Commission approved the milling and resurfacing of certain neighborhood roadways within the Rock Creek community and a section of Robert Becker/SE Lake Boulevard, between N. Hiatus Road and Embassy Drive, with Weekly Asphalt Paving, Inc. in the amount of $850,642.65. The project will also include thermoplastic road marking for stop bars and double yellow lines to separate lanes of traffic moving in opposite directions. The neighborhood roadways, within Rock Creek, included in this project are as follows:

The Pavement Condition Index (PCI) is primarily a visual evaluation method used to assess the condition of asphalt. The roadways included in this project have not been milled or resurfaced in over 20 years and their PCI index is below 60, which indicates poor, very poor, and fair conditions. As a result, immediate milling and resurfacing is necessary to prevent further damage. There is currently an available balance of $1.2 million in the Bridge and Roadway Fund Road Improvements-Asphalt line item in the City’s annual budget. The project cost is $773,311.50 with an additional amount of $77,331.15 for contingency, totaling $850,642.65.

City Commission Approves Second Reading of Ordinance to Amend Unified Land Development Code
The City Commission approved the second and final reading of Ordinance No. 25-08, which amends City Code providing for the enforcement of the City’s Unified Land Development Code (ULDC). The City’s ULDC serves as the regulatory framework governing land use and development within Cooper City. Prior to this amendment, enforcement mechanisms for development orders and other approvals lacked formal codification under Chapter 162, F.S. This ordinance aligns enforcement efforts with State law. The ordinance will work to establish a clean enforcement process, define compliance requirements for property owners and developers, allow for appropriate corrective measures before penalties are imposed, ensure development orders remain enforceable and binding on current and future property owners, and align the City’s enforcement procedures with best practices and legal standards.

Consensus on Proposed Plan to Improve Griffin Elementary School Drop-Off and Pickup
The City Commission provided the City Manager with consensus to move forward with a proposed plan to create access to Griffin Elementary School on the north side of the campus via SW 49 Street. The plan proposes a gate on the fence, which is already installed, to provide a road for queuing vehicles.
